I was just diagnosed with perioral dermatitis after using cortisone on my face to get rid of a dry /flaky patch prescribed by my (no longer) dermatologist. I also have mild acne in the same area that I have PD. I started using apple cider vinegar as a toner and drinking it as a tonic a few days ago. Should this help my condition? What else would you suggest for perioral dermatitis?

. Your results will depend on your skin and your reaction to the ACV. Some people experience a reduction in redness but they do say that it burns so perhaps dilute the ACV toner to make it more tolerable to your skin. By drinking it as a tonic, you are not doing any harm to yourself.
